Circular Action Alliance, a nonprofit Producer Responsibility Organization focused on implementing Extended Producer Responsibility (EPR) programs for paper and packaging, has been announced by the Washington Department of Ecology as the Producer Responsibility Organization (PRO) for the state’s Recycling Reform Act. The legislation establishes an EPR framework for residential paper and product packaging.
As the designated PRO, Circular Action Alliance will work with the Department of Ecology, producers, and other stakeholders to expand recycling access across Washington and support the development of a more efficient and effective materials management system.

“We are honored to be implementing Washington’s program and look forward to collaborating with producers, service providers and communities across the state,” said Jeff Fielkow, CEO of Circular Action Alliance. “Our role is to help producers meet their obligations under the law by building a coordinated, efficient program that supports innovation, accountability and responsible packaging stewardship. Drawing on our experience implementing EPR programs in multiple states, we are focused on delivering practical, consistent solutions that work for Washington’s recycling system.”
With the addition of Washington, Circular Action Alliance now serves as the approved PRO in six states, including California, Colorado, Maryland, Minnesota, and Oregon. This expansion reflects the organization’s experience in launching and managing EPR programs across different regulatory environments.
The organization will support producers in meeting requirements under Washington’s EPR law, including reporting, fee administration, and compliance with recycling and reuse targets. These efforts are intended to improve material recovery outcomes and strengthen long-term system performance.
